Background
|
The UN provides a daily subsistence allowance (DSA) entitlements to
support out of duty station assignments. The hotel accommodation and meals
components are the major determinants of the DSA allocation. A review of all
facilities in Nigeria which are patronized by UN personnel is inevitable to
ensure a data driven review. Due to the urgency of the current review, it is
necessary to engage an Independent Consultant (IC) to collect the data and
enable timely review. In addition to collecting data on UN approved
accommodation and meeting facilities, the consultant will also independently
recommend hotels activities for their suitability. The consultant will report
to the OMT Network committee responsible for DSA and hotels. A final report
including the hard copies of the data collection forms will be submitted by
the consultancy as well as a weekly progress report.

Duties and Responsibilities
|
Review the documents presented:
- List
of UN approved hotels;
- List
of recommended new hotels;
- ICSC
data collection form;
- Collect
flyers from all hotels indicating available services and rack rates;
- Excel
sheet for data summary.
Contact the hotels and collect data using the ICSC template in:
- All
state capitals – at least 5 hotels per state capital;
- Local
Government Areas where UN personnel patronize - both recommended and UN
approved;
- Identify
other viable hotels and collect relevant data;
- Collect
data of prevailing rates as well as special rates provided to the UN as
discounts;
- Complete
the ICSC template for all hotel facilities visited;
- Respond
in writing to observations made on the report recommendations;
- Provide
an analysis of hotels suitability for use by UN staff and provide
justification for hotels not recommended to be delisted;
- Tabulate
the data from the ICSC template onto the Excel sheet;
- Submit
to OMT hard copies of the completed ICSC forms and flyers;
- Submit
a summary report of the findings.
Deliverables:

Competencies
|
- Excellent
communication skills (oral and written) in English including abiity to
analytically present a report;
- Effective
time management, ability to plan and logically adjust established work
schedules to deliver promptly on deadlines to meet stake holder needs as
may be necessary;
- Proficency
in computer skills and use of relevant software and MS Office
applications, e.g word processing, spreadshhet and other applications.

Required Skills and Experience
|
Education:
- At
least a first degree in Statistics, accounting, Business Administration,
Social Sciences or financial services.
Experience:
- Minimum
of five (5) years’ experience in data collection and analysis;
- Demonstrated
capacity for collecting data from across the Federal Republic of
Nigeria.
